Joe Clark is a Canadian statesman, businessperson, writer, university professor, journalist, and politician. As a member of the Progressive Conservative Party, he served as Prime Minister of Canada from June 4, 1979 to March 3, 1980. He was Leader of the Opposition in the Canadian Parliament from 1976 to 1979 and from 1980 to 1983, and was Leader of the Progressive Conservative Party from 1976 to 1983, and again from 1998 to 2003. He was also Secretary of State for External Affairs from 1984 to 1991.
